Experience Bar position - Guild Wars Forums

I saw in someone's screen cap that their EXP bar was in the lower right-hand side of their screen. Can the EXP bar be moved? Mine is in the upper left and I'd love to move it. Also, can you move the Target Bar (that thing in the upmost middle part of the screen).
